The FMCSA proposes to replace the current DOT identification number system, single state registration system, registration/licensing system, and financial responsibility system with a single, on-line federal system. Comments were sought in 1996; a proposed rule was issued on May 19, 2005.

Registration enforcement

The FMCSA intends to make final an interim rule providing that a motor carrier subject to the registration requirements under 49 U.S.C. 13902 may not operate a CMV in interstate commerce unless it has registered with the FMCSA. An interim final rule took effect in 2002; a final rule is expected in mid 2005.

Safety Audits

The FMCSA intends to require that all DOT safety inspections, audits, or reviews be conducted by certified safety inspectors, auditors, or investigators. An interim final rule took effect in 2002; the proposed rule is now slated for 2007.
